VOİCEPRESS reports that the statement came from Armenian Prime Minister Nikol Pashinyan. He said that one of the reasons for the defeat of the Armenian army was that the leader of the Prosperous Armenia Party Gagik Charukyan did not fight in Shusha:

“One of the reasons for the loss of Shusha is the non-participation of Gagik Charukyan’s gang in the battles for Shusha. After his release, he announced that he had formed a group of volunteers to lead. But this group never went to the front.”
